David B. Panagore, Chief Development Officer

Springfield resident David B. Panagore serves as the Chief Development Officer for the City of Springfield, overseeing all planning and economic development activity in the City.  Immediately prior to this position, Mr. Panagore held the position of Deputy Executive Director of the Springfield Finance Control Board.  He has also worked as the project director for the construction of the Boston Convention Center, as chief negotiator for the Redevelopment Authority in San Jose, Calif., and as chief legal counsel for the City of Chelsea.  Mr. Panagore holds an MPA from the Sawyer School of Management at Suffolk University, a JD Cum Laude from Suffolk University, a BA in Political Science and another in Philosophy from the University of Massachusetts at Amherst.
